Mr Jason Chaikin, Director of Business Development, Asia-Pacific, Identix
Jason Chaikin has held various business development positions in the biometric security industry since 1997. He is currently Director of Business Development at Identix responsible for the Asia Pacific market. He has helped government agencies and large enterprises in Japan, Australia, China, Taiwan, South Korea, Singapore, Philippines and the US deploy security initiatives based on Identix biometric technologies.
Most recently, Mr. Chaikin was instrumental in the integration of facial recognition technology into Nikon Corporation’s latest line of COOLPIX digital cameras. He has also played a key role in developing Identix’ OEM business model, which include successful OEM agreements with IBM, Hitachi, and Sumitomo Corporation, among others.
Mr. Chaikin did his undergraduate studies at Monmouth College, New Jersey, and has taken graduate courses at the University of California, Monterey Bay. Mr. Chaikin served in the US Army prior to his career in technology. Mr. Chaikin represents Identix in the International Air Transport Association’s Simplifying Passenger Travel (SPT) Committee.

Mr David Curtis, Chair, Asia-Pacific Smart Card Forum
Strategic Marketing Manager with Giesecke & Devrient Australasia (G&D) G&D in Australia are a smart card producer, operate several personalization bureaux, and operate a secure logistics management and distribution centre.
Key areas of activity for David are partnerships, strategic alliances, corporate marketing, public relations, and business development.
David is an Agricultural Science graduate from Melbourne University, and moved into corporate marketing roles over 20 years ago. He now has 16 years experience in the card technology market, gained with employers such as Electronic Network Services, the ANZ Bank, The Advantage Group (NZ), Intellect Australia and a subsidiary of Verifone involved in EFTPOS installations and support.
Involved with the Asia Pacific Smart Card Forum since shortly after its inception in 1995, David is the current Chairman of this Australian based Forum, which operates under the Australian Electronic & Engineering Manufacturers Association. He has been employed by G&D for the past 4 years, and is based at their regional head office at Knoxfield, near Melbourne, Australia.

Ms Diane Frasier, Senior Project Advisor, Canada Border Service Agency
I joined the Canada Border Service Agency (formerly known as Canada Customs and Revenue Agency) in 1989 and worked as a Customs Officer on the land border between Surrey, British Columbia and Blaine, Washington. At this time, I performed duties of a Customs Inspector, specifically in the traveller and commercial operations at Pacific Highway including the local marine port.
I eventually moved onto a specialized team that reviewed operational, intelligence, enforcement and seizure reports and recommended new initiatives for enforcement projects, and examination targets.
In 1994, I was assigned as a site Coordinator to oversee the conversion of the highway express lane known as the Peace Arch Crossing Entry (PACE) into the national CANPASS Highway Program. I developed the strategy and implementation plan and assisted in the design and implementain of port policies, procedures, new system upgrades as well as provided training to internal staff and the general public.
During the next few years I worked as a Project Officer implementing various regional projects within the Pacific Regions five land border ports of entries.
In 1998, I moved to Ottawa, Ontario to work at national head quarters. As a Senior Project Officer, my role was to assist in the expansion of the CANPASS Airport Pilot Project which was being tested at Vancouver International Airport. My team was responsible for working with internal and external clientele on system requirements, security checks and procedures to further enhance the registration/ enrollment and passage componnets to support this program as well as future initiatives. We evaluated the various biometric technologies and made recommendations to senior management to deploy new biometric technolgy in the kiosks to improve security.
After working in the design and development of program requirements, I moved onto the systems design and development area and was the Senior Project Advisor responsible for the design, development, training and deployment of the CANPASS Air passage kiosks.
Presently, I am working on the next generation of passage kiosk for a bi-lateral pilot project with the United States called NEXUS Air. Implementation of this project is scheduled for the fall of 2004 at Vancouver International Airport.

Ms Mary Grace, President & Chief Executive Officer, e-smart Technologies, USA
Ms. Grace is a Director, President and CEO of e-Smart Technologies and it’s Government Services affiliate, Homeland Defense, Inc., a company represented by Charles R. (Charlie) Black, a senior advisor in the Regan and first Bush administration, and currently an unofficial advisor to President Bush.
Concurrently since December 1997, Ms. Grace has served as Chairman, President and Chief Executive Officer of Intermarket Ventures, Inc., an affiliate of the Company. Prior thereto, from 1996 Ms. Grace was involved in the financing and installation of telecommunications in China with China Unicom. Ms Grace also signed the first contract for a nationwide data network in China with China United Telecommunications (China Unicom).
Ms. Grace served as the founder and a director of China Hi Tech American Telecommunications, Ltd (CHAT) a corporation engaged in international telecommunication that was acquired by another company in November 1996. Prior thereto, since 1995, Ms. Grace was one of the founders and an executive officer of Asian American Tele-Communications Corporation(AAT), the corporation engaged in telephony infrastructure development in Sichuan Province in China, which invested $90 million in fiber and wireless local loop telephony in Sichuan Province. This company was sold to Metromedia Asia Corporation, a subsidiary of Metromedia International Group, Inc., in 1997. Prior thereto since 1993, Ms. Grace was a founding partner and director of Asian Infrastructure Development Co., Ltd. and Solution Technologies, Ltd., corporations that through introductions by President Richard Nixon and Special UN Ambassador Frank Dale, became engaged in infrastructure development in the People’s Republic of China. In the positions above Ms. Grace was responsible for the negotiations which resulted in the above companies, in the face of major international competition (at that time) which included Bell South, Sprint, Singapore Tel, Nortel, among others, and which included contracts to install wireless local loop and lay fiber in Sichuan Province, the largest province in China, a contract for a 800mhz (Nextel Type) nationwide emergency network in partnership with a major Chinese Government Ministry, the contract for the first nationwide data network, with the government owned telecommunications company, a contract with China Telecom/Beijing Telecom to set up the first broadband Super Pop in Asia and the largest smartcard contract ever signed in the world for the Super Smart Card.

Ms Cynthia Musselman, President, Authenti-Corp
Cynthia Musselman is the President of Authenti-Corp, a consulting company that provides strategic planning, engineering, consulting, evaluation, and testing services in all areas of authentication. Cynthia is the technical lead on the project that developed the biometric profile for fingerprint template storage in 2-D barcodes to support the International Labor Organization’s (ILO’s) Seafarers’ Identity Documents as defined in ILO Convention No. 185. Cynthia also managed the biometric products test for the ILO in 2004. This program will be the first international biometric system implementation.
While at Sandia National Laboratories, a Department of Energy Lab, Cynthia led a multi-year research program studying the use of smart cards, biometrics, and encryption techniques for personal authentication in support of high risk, high consequence applications. She founded the Authentication Center of Excellence at Sandia based on this research, building a virtual organization across multiple Divisions. In 1998, Cynthia supported the Presidents’ Commission for Critical Infrastructure Protection, leading a task force to propose the research agenda to support Infrastructure requirements. Cynthia supported Sandia’s Executive Office in the restructuring of the laboratory at the end of the cold war.
Cynthia worked for IBM as a management consultant in strategic planning and operations management. She was one of the IBM architects that designed, built, tested, integrated, and maintained one of the government’s satellite command, control, and communication systems in the 1980’s.
Cynthia graduated from the University of Tennessee’s with a Bachelor of Science degree in Electrical Engineering. Her masters’ work in Mechanical Engineering and Process Optimization was at Stanford University.

Mr Akihiro Nakatani, Senior Manager, Advanced Technologies Department, JCB, Japan
As a senior manager of the JCB Advanced Technologies Department and a director of the Mobile Payment Forum, Akihiro Nakatani plays a key role as JCB’s expert in global alliances for new and emerging technologies in the payment arena, including smart cards, mobile services, the Internet and biometrics.
During Mr. Nakatani's tenure as manager for the JCB International Paris Office between 1989 and 1997, he was responsible for leading the development of the EFTPOS terminal infrastructure in France, Belgium and Luxembourg.
From 1998 to 1999, after returning to JCB Headquarters in Tokyo, Mr. Nakatani helped create the framework for JCB's EMV-based smart card (J/Smart) specifications, contributing to JCB's new smart card business scheme.
Since 1999 Mr. Nakatani has been involved in the Mondex e-purse business. He was appointed Deputy Secretary General of the Japan Mondex Consortium, where he directed promotion for Mondex business in Japan. Mr. Nakatani participated as a board member of Japan Smartcard Solutions Co., Ltd., which was established for enterprising business solutions using smart cards, including Mondex and MULTOS.
Mr. Nakatani graduated from the Faculty of Law at Gakushuin University, Tokyo, in 1987.

Mr Dennis Quek, Head (Application), Technology Branch, Immigrations and Checkpoints Authority, Singapore
Dennis Quek is Head (Applications) for Singapore's Immigration & Checkpoints Authority. For the past 7 years he has been key in biometrics implementations such as the National Identity Card project, Immigration Automated Clearance System, Biometric Database of Immigration Offenders, Biometric e-Passport, Iris Clearance Trials and Fast Automated Seamless Travel, and will be overseeing the upcoming Biometric Identification of Motorbikers.

Mr Clive Reedman, Chair, International Association for Biometrics & Consultant UK Passport Service, UK
Clive has been involved in the identification of human beings through automated means for over 22 years. He joined the Metropolitan Police Fingerprint Branch in 1980 and was added to the Register of Fingerprint Experts in 1984. Immediately upon qualifying as a Fingerprint Expert, Clive was seconded to the FOCUS project that introduced into the UK the first Automated Fingerprint Identification System (AFIS), which was housed at New Scotland Yard. Following a number of tours of duty within the National Fingerprint Office and the Metropolitan Police Scenes of Crime Branch, Clive was seconded to the Home Office in 1993 to assist with the formulation of the user requirement for the National Automated Fingerprint System (NAFIS).
When the Police Information Technology Organisation was formed in 1998, which took over the responsibility for NAFIS, Clive joined the organisation and took on the extra responsibility of managing their Biometrics Programme. The deep knowledge and many influential contacts that Clive has built and maintained by being involved at all levels of the Biometrics arena stands him in good stead to drive the agenda forward and in recognition of this he was elected as Chairman of the Association for Biometrics (AfB) in the Spring of 2003. The AfB is now the largest Biometrics Trade Association in the world. He is now recognised on the international scale as being an expert in identification and related technologies and is a regular speaker at high profile conferences around the world.
Clive is now a Principal Consultant and Director of Emerging Technology Services Ltd and is currently on contract to the UK Passport Service, where he manages their facial recognition projects. He also works directly with companies to assist in their route to market, bringing to bear his vast experience in the Biometrics area.

Mr Marek Rejman-Greene, Senior Consultant, BT Exact, UK
Marek Rejman-Greene is a senior consultant in BT Exact (the technology and IT operations business of British Telecommunications), specialising in identity management, biometrics, human security issues, information assurance and end users’ concerns with emerging technologies. His consultancy spans both commercial and government interest in authentication.In the area of biometrics, his particular interests lie in socio-technical system integration and in future directions in the application of these technologies. He is a member of the UK government’s Biometric Working Group, and recently led the pan-European BIOVISION partnership that developed a roadmap for the use of biometrics in Europe in the period through to 2010, delivering a research action plan for the sector. He is a principal UK expert in biometric standards and is the Editor of ISO committee SC37’s forthcoming Technical Report on issues of privacy, accessibility and health and safety in the application of biometrics. Marek is a reviewer of national and European security research projects, an author of many articles on aspects of authentication and is a frequent speaker at international conferences.

Ms Slazana Ristevska, NCIDD Programme Manager, The CrimTrac Agency, Australia
Slazana Ristevska is a Senior Forensic Biologist with the Australian Federal Police and is currently seconded to CrimTrac, Australia’s law enforcement information provider. In her role with CrimTrac, Slazana is responsible for managing Australia’s National Criminal Investigation DNA Database (NCIDD). The Database provides a means of cross-jurisdictional matching of profiles collected from individuals and crime scenes within Australia.
Slazana has extensive experience in the field of forensic biology having worked for several years with the Australian Federal Police. She specialises in the areas of Forensic Biology, DNA analysis and Pathology. Slazana participated as a DNA specialist in disaster victim identification of the 2002 Bali bombings.
In response to the 2004 Boxing Day Tsunami, Slazana was recently sent to Thailand and China to liaise with forensic scientists and recommend the most useful DNA matching system for victim identification.
Slazana’s qualifications include a Bachelor of Applied Science in Medical Laboratory Science, a Graduate Certificate in DNA technology, an Associate Diploma of Applied Science in Pathology and post-graduate studies in statistics and population genetics for forensic DNA analysis.

Mr John Secker, Chairman, Biometrics Institute and National Manager, Airports & Marine, New Zealand Customs
John Secker joined the Biometrics Institute as director on 18 July 2003. He stands for election as the new chairman for the Biometrics Institute in December 2004.
John Secker is also the National Manager Airports & Marine, New Zealand Customs Service (NZCS). The Airports and Marine Division is responsible for risk management and processing of all people and craft crossing New Zealand's border. John joined Customs from New Zealand Airways Corporation in 1998. In the course of a long career in Air Traffic Control Services John held various business development and operations management roles.
John oversees NZCS ongoing evaluation of biometric technologies for potential deployment in border processing, risk management and internal security applications.
John has a Masters degree in Business Administration (distn) and a Certificate in Company Direction. John is also a member of the New Zealand Institute of Directors and is currently Acting Chair of the New Zealand Government Forum on biometrics. This Forum is comprised of eighteen New Zealand government agencies that are involved in, or have an interest in, the adoption of biometric technology.

Mr Michael Tan, Business Development Manager, Five Star Management, Singapore
Michael Tan is a Senior Manager with 5 Star Management Pte Ltd. His task was to redesign and investigate the problem face by the mangement with regard to the collapse of the security system. In his security audit and site study, he discovered problems that are unique to this particular industry.
He was part of a team who were able to successfully re design the whole system. Michael is also in-charge of business development and operation.

Mr Alistair Tegart, Group Manager Communications, Information Technology and e-Commerce, Standards Australia
Alistair Tegart has been Group Manager, Communications, Information Technology and e-Commerce at Standards Australia since June 2004. Prior to this he was a senior project manager in the same division. He is personally responsible for Australian standards development in the areas of Biometrics and ICT Governance and Management, among a broad area of standards under the CITEC group.
He has represented Australia as the Head of Delegation since 2002 at the meetings of the international committee for biometrics standards, ISO/IEC JTC1 SC37, and is a member of the Biometrics Institute Technical Panel. He previously spent three years as a Research Fellow at the Centre for International Research in Communications and Information Technology at RMIT University where he wrote research papers on a variety of topics including authentication, intellectual property and e-mail. He also coordinated RMIT activities in Sydney with the Co-operative Research Centre for Smart Internet Technology. Prior to that he had seven years experience in the Australian Public Service at the Department of Social Security and Office for Government Online, where he was a strategic policy adviser and the project manager for the development of evaluation standards for the Commonwealth Government wide public key infrastructure.

Dr Yau Wei Yun, Chairman, Biometrics Technical Committee, Information Technology Standards Committee, Singapore
Wei-Yun Yau received the BEng (Electrical) from the National University of Singapore (1992), the MEng degree in biomedical image processing (1995) and PhD degree in computer vision (1999) from the Nanyang Technological University. From 1997 to 2002, he was a Research Engineer and then Program Manager at the Centre for Signal Processing, Singapore leading the research and development effort in biometrics. His team won the top 3 positions in both speed and accuracy in the international Fingerprint Verification Competition 2000 (FVC2000). Wei-Yun served as the Program Director of the Biometrics Enabled Mobile Commerce (BEAM) Consortium from 2001 to 2002. He also participates in both national and international biometric standard activities and is currently serving as the Chair of the Biometrics Technical Committee, Singapore. Wei-Yun is also the recipient of the TEC Innovator Award in 2002 and the Tan Kah Kee Young Inventors’ Award 2003 (Merit). Currently, he is with the Institute for Infocomm Research as a Department Manager for Human Centric Media.
His interest includes biomedical engineering, biometrics, computer vision and intelligent systems.

Mr Brad Wing, Biometrics Systems & Co-ordinator - US VISIT Program, Department of Homeland Security, USA
Brad Wing is the Biometrics Systems and Standards Coordinator for the U.S. Visit Program of the U.S. Department of Homeland Security (DHS). He also serves as chair of the DHS Biometrics Coordination Group. He is an active member of the International Civil Aviation Organization’s New Technologies Working Group (dealing with biometrics in travel documents), M1 (the U.S. Biometrics Standards organization), and the International Standards Organization’s SC37 (Biometrics Standards). He has worked in the field of biometrics for many years, including facial and voice recognition systems for facilitated border inspection, as well as directing work in fingerprint and other biometric systems applications. He currently heads the DHS project on biometrics in e-passports.

Mr Raymond Wong, Assistant Director, Immigration Department, Hong Kong
Raymond WONG is the Assistant Director of the Immigration Department in Hong Kong Special Administrative Region, China, in charge of development and management of information systems. He received two Bachelor degrees of Laws in China and UK respectively and has been awarded five Master degrees, in Comparative Law, Chinese Laws, Management, Information Systems and Business Administration respectively in Hong Kong and China.
Raymond joined the Immigration Department in 1972. Since 1982, he was responsible for the implementation of a number of important IT projects of the department. These included the Identity Card Information System in the 1980’s; the Information Systems Strategic Study in 1991; the implementation of the Corporate Database project in 1994; the Travel Document Information System for the HKSAR passport in 1997; the Information Systems Strategy Review in 1999; and the Smart Identity Card Information System in 2003. He is now responsible for the implementation of the Updated Information Systems Strategy of the Department, which comprises 30 projects including a number of innovative projects like Automated Passenger/Vehicle Clearance System, Easy Application and Investigation System, Electronic Records Programme, etc.
